

I would not count on the Cover Letter to indicate your situation especially if you are going to be in competition with a lot of local candidates!

To start, put your destination city at the top of the resume. I never put in the whole address on my resumes and I will put the closest major city at the top rather than your postal city to place you for those not familiar with every suburb or village.
Next, get yourself a local phone number. You can obtain a number from Skype or Google and probably others.
Be prepared to get yourself to the interview and relocate yourself when you get hired.
The best scenario is to move to your destination city if at all possible. Many I work with are not is a position to quit and move.
Don't forget to adjust your LI profile to align with your resume.
